Custom game console commands. These don't persist through save and load; instead, scripts are expected to re-register their commands in LuaBootstrap::on_load.

Add a command.
The function registered to the command is passed a table when the command is invoked. The table contains:
nameis already registered or already exists as a game command.
Removes a registered command
Falseif the command didn't exist.
